Research on a mutual aid evacuation action planning system to protect vulnerable evacuees from heavy rainfall disasters.

In recent years, a serious social issue has been how to protect the elderly and other vulnerable evacuees from frequent heavy rainfall disasters, and despite the vast amount of meteorological and river observation and forecast data being collected with the advance of IoT, the proportion of the elderly and other vulnerable evacuees who suffer damage remains high. In response, advanced municipalities have begun community-led effort to, communities are taking the initiative in developing the ability of residents themselves to understand meteorological and riverine data and make the necessary decisions, and are beginning to prepare evacuation action plans on a daily basis. In this study, researchers in the fields of data sharing and management, evacuation engineering, urban planning and policy and legal affairs, who have been working separately in the past, collaborate to clarify how to build a system in which communities take the initiative in creating a mutual aid evacuation action plan, including support for vulnerable evacuees. It also aims to build a personal information sharing framework for vulnerable evacuees (who, when, with whom, which information should be shared, with what accuracy and in which medium).

To dateSo far, Inresearch has been conducted in cooperation with the Shimodate River Office of the Ministry of Land, Infrastructure and Transport, Joso City and others, we have while conductinged research while holding workshops for the creation of My Timeline and a project to train leaders of voluntary disaster-prevention organisationsorganizations.

On 10 May 10, 2021, a law partially amending the Basic Law on Disaster Countermeasures and Other Related Laws (amended Disaster Countermeasures Law) was passed. Based on the fact that this amendment makes it the duty of the mayor of the municipality to make efforts to create individual evacuation plans to ensure support for persons requiring support for evacuation action, we have been working with municipalities that have a strongserious interest in promoting the creation of individual evacuation plans, providing support for the creation of actual individual evacuation plans and developing community-basedoriented mutual helpassistance-type evacuation action planning system models. We are working on the creation of a system model.
